In a best case scenario, Pennsylvania casino operators would offer blackjack, craps, roulette and Texas Hold ’em poker to customers over the July Fourth holiday.
Players might not be rolling dice or going all in on the poker table by Independence Day, but it could be close.
When Gov. Ed Rendell signed a bill in January allowing the state’s slot machine casinos to add table games, the Pennsylvania Gaming Control Board said it would take six to nine months to get the games running.
After Wednesday’s Gaming Board meeting, when a second wave of temporary regulations was approved for the games, Board Chairman Gregory C. Fajt said he expects the games to start sooner.
Fajt said the board wants to get the games on line as soon as possible, but won’t rush the process. The board’s staff got a jump on writing the regulations, thanks to the Legislature’s prolonged budget process last fall that included passing table games legislation.
The law allows the gaming board to enact temporary rules for the games, bypassing what sometimes is a 9- to 24-month regulatory review process. The temporary regulations will be in effect for two years, after which they are to be subject to the normal regulatory review process.
The regulations approved Wednesday encompass training for table games dealers and specifications for a number of poker games.
Dealers would have to receive training at an accredited school or a licensed casino, or have at least six months of table games experience in another state.
Besides how to conduct the games, dealers would have to be trained in recognizing problem and compulsive gamblers and in cardiopulmonary resuscitation.
