Centre County: Who’s Running For Office?

We continue our series on the candidates in Pennsylvania’s county races.

Today, we take a look at the candidates for office in Centre County.

County Commissioner At-Large

The legislative powers of the County shall be vested in an elective body which shall be known as the Board of Commissioners. The Board of Commissioners shall have and exercise all powers and perform any functions not denied it by the Constitution of Pennsylvania, by the Charter, this Code, or by the General Assembly at any time.

County Controller

The Office of Controller is governed by the County Code of the Commonwealth of Pennsylvania. It is responsible for the management and administration of the fiscal affairs of the county as set forth by the County Commissioners.

County Treasurer

The County Treasurer’s Office receives and disburses county monies as prescribed by the county controller and the County Commissioners. The relationship with other county offices is to facilitate the receipt and disbursement of county funds, mostly on a daily basis.

Prothonotary and Clerk of Courts

The Centre County Prothonotary’s Office is the permanent record keeping office for the Court of Common Pleas of Centre County. Both civil and criminal transactions are filed, docketed and maintained in this office, in addition to judgments, divorce actions, and numerous other miscellaneous filings. The office is responsible for the collection of bail money and its return to the surety upon completion of the court action.

Sheriff

The Sheriff is the highest ranking law enforcement officer in the county. The Office of the Sheriff is mandated by the Constitution of the Commonwealth of Pennsylvania. The Sheriff is an independent elected official with law enforcement responsibilities as well as civil and criminal court duties.

Recorder of Deeds

The Centre County Recorder of Deeds Office’s primary mission is to record, protect, preserve, and reproduce legal documents that relate to real estate in Centre County and act as an agent for Real Estate Transfer Tax. The office receives and disburses Real Estate Transfer Taxes as prescribed by state statute and County Code.

Register of Wills

The Register of Wills is responsible for probating wills and granting letter of administration in cases where persons die without leaving a will. The register has jurisdiction over and maintains records of wills, inventory of estates, and other miscellaneous documents. The Register is the Commonwealth’s agent for the collection of the state inheritance tax.

Coroner

The responsibilities of the Centre County Coroner’s Office are complex and multifaceted. By State law it is the responsibility of the Coroner’s Office to investigate and determine the circumstance, manner, and cause of deaths within its jurisdiction. Those deaths include suicide, accident, suspected homicide, or natural death where no physician is in attendance or when the physician is unwilling or legally prohibited from signing the death certificate. In addition, other certain causes of death are mandated to be investigated by the Coroner’s Office.

Magisterial District Judge (MDJ) 

Magisterial District Court is the first level of judicial authority in Pennsylvania and is the court where most people experience the judicial system for the first time. Magisterial District Judges handle all traffic cases, minor criminal cases, and civil cases involving amounts up to $12,000. Magisterial District Judges also set bail and conduct preliminary hearings in misdemeanor and felony criminal cases to determine if the cases should be dismissed or transferred to the Court of Common Pleas for further proceedings.
