Governor Tom Corbett reportedly will unveil his outline of Marcellus shale natural gas legislation today, including support of a drilling impact fee according to Scott Detrow of StateImpactPA.
His announcement will immediately follow an event with Congressman Tim Murphy (R-Allegheny) at the Greater Pennsylvania Regional Council of Carpenters Pittsburgh Training Center. There, the Governor and Congressman will showcase the skilled workforce that they expect the industry to train and employ in Pennsylvania.
Though the Governor is not expected to produce specific bill this afternoon, he will lay out basic precepts of what sort of legislation he would support. The administration is pushing for action on the issue by the end of the legislature’s fall session.
In an interview with a Philadelphia radio station, Corbett clarified his intentions about the direction of the impact fee. “The funds would not go into the general state budget, but would be used primarily to compensate communities where drilling is taking place for the damage to their roads and bridges from heavy truck traffic, and other negative impact.”
