The White House sent nominations to the U.S. Senate to fill open positions on Tuesday, including four nominees with ties to the Keystone State.
- Robert Gleason, of Pennsylvania, to be a Director of the Amtrak Board of Directors for a term of five years.
- Jovan ‘John’ Jovanovic, of Pennsylvania, to be President of the Export-Import Bank of the United States (EXIM) for a term expiring January 20, 2029.
- David Metcalf, of Pennsylvania, to be United States Attorney for the Eastern District of Pennsylvania for the term of four years.
- Sean Plankey, of Pennsylvania, to be Director of the Cybersecurity and Infrastructure Security Agency, Department of Homeland Security.
Gleason serves as the Pennsylvania president of Arthur J. Gallagher and Company, a global insurance brokerage firm. He served as Secretary of the Commonwealth under Gov. Dick Thornburgh from 1985-87, while also serving terms with the Pennsylvania Turnpike Commission, the State Transportation Commission, and the Commission on Presidential Scholars.
A graduate of the University of Pennsylvania, he served as chair of the Republican Party of Pennsylvania from June 2006 to February 2017 and was a member of the Republican National Committee’s budget committee. Prior to his role as party chair, Gleason served as chair of the Cambria County Republican Committee from 1996 to 2011.
Jovanovic, who graduated from Princeton and also has a MBA from The Wharton School at the University of Pennsylvania, previously served in the first Trump administration. He was nominated as a chairman of EXIM in February by President Trump. The Export-Import Bank of the United States (EXIM) is the nation’s official export credit agency with the mission of supporting American jobs by facilitating U.S. exports.
Metcalf presently serves as the interim U.S. Attorney for the Eastern District of Pennsylvania, after serving as an assistant to the U.S. attorney from 2020-22. He was Chief of Staff to U.S. Attorney Timothy Shea in 2020 and served as a federal prosecutor from 2015 to 2019 in the District of Maryland. If confirmed by the U.S. Senate, Metcalf will oversee about 140 lawyers responsible for prosecuting a variety of federal cases across a nine-county region from Philadelphia to Allentown and west past Reading. He graduated from the University of Virginia School of Law in 2012, after receiving his bachelor’s degree from Princeton University in 2008.
Plankey, the director of cyber policy from Trump’s first administration, was nominated to lead the agency charged with securing the nation’s critical infrastructure amid growing questions about its budget and workforce needs. He was the Principal Deputy Assistant Secretary for Cybersecurity, Energy Security, and Emergency Response at the Energy Department. Plankey is a graduate of the Coast Guard Academy and holds a master’s of science from the University of Pennsylvania.
