Stacy Garrity was sworn in for a second term as State Treasurer on Tuesday afternoon before family and dignitaries from the Northern Tier and around the Commonwealth.
A native of Sayre in Bradford County, Garrity received more votes than any statewide candidate in Pennsylvania history in November, garnering 3,542,336 votes.
“Four years ago, I stood on this same stage a little surprised but deeply grateful with the good graces of so many people, from friends and family to political allies and even my predecessor, we were able to begin a new chapter in the history of this office,” said Garrity.
“It has been a profound honor to serve the hard working Pennsylvanians who put their trust in me, and there’s nothing I want more than to continue the momentum we built at Treasury.”
The former U.S. Army Reserve Colonel spoke about the seemingly unglamorous job, noting it might appear to be a position defined by interest rates and algorithms, but sharing its human side.
“We help Pennsylvanians save for education and disability related expenses,” she said. “We reconnect people with money they forgot about or never knew they had. We return precious military metals to the brave veterans who earned them, or to their families who sacrificed so much for our country. So when it comes down to it, Treasury is about people. It’s about service. It’s about public trust.
“It’s the start of a new year, the start of a new term for Pennsylvania’s three row officers and the start of a new legislative session. We must put aside past disagreements, embrace this moment of opportunity and find common ground. We cannot grow by division. We can and will grow by working together to make Pennsylvania a leader among states, and to make Pennsylvania a place where our next generation can succeed and prosper.
“And it is my pledge that I’ll continue to make change where it’s needed, to honor cherished traditions and principles, and to live by the words I spoke hand on my grandmother’s Bible a few moments ago, when I was sworn in as treasurer four years ago.”
In that position, she oversees an office of more than 300 employees and is tasked with protecting more than $160 billion in state assets. Among her many duties, she serves as a fiscal watchdog for the state and manages the PA 529 College & Career Savings Program, Keystone Scholars, the PA ABLE Savings Program for people with disabilities, and the INVEST program for local government agencies and nonprofit organizations. Garrity also administers the state’s unclaimed property program.
“Pennsylvanians made their voices heard, and they chose to entrust her, once again, with the awesome responsibility of serving as our treasurer,” said Gov. Josh Shapiro. “It’s a testament to the work she’s done over the past four years that the people of Pennsylvania have put their trust in her once more.
“I’ve seen just how hard she works, the miles that she puts in, the hours that she works every day she is mission-driven, whether that was serving our nation in the military or serving as treasurer where she’s worked to put money back in people’s pockets.”
Her chief of staff, Hugh Allen, was a holdover from the previous administration that Garrity decided to retain.
“Her personal and Army values led Treasurer Garrity to follow the road less traveled in selecting her team, doing so in a way that reflected more her Army values than her partisan ones. The Treasurer takes duty, fulfilling her obligations and competing tests to a whole new level.”
Garrity, who has been rumored as a possible Republican candidate for governor in 2026, concluded her address with a campaign-style closing.
“Since its founding, our Commonwealth has been blessed with incredible natural resources and hard working people. Pennsylvania’s potential is unlimited. Our future will be even brighter than our past, and I can’t wait to lead Treasury in the bright days, months and years ahead. I hope you all share my excitement as we move our state forward. There is so much good work for us to do together. Let’s live by the words of Mother Teresa, who said, yesterday’s gone, tomorrow has not yet come. We have only today. Let us begin.”
