The deadline to pass a revenue package before the 2017-2018 spending plan is midnight tonight, and lawmakers spent the weekend in Harrisburg in negotiations.
The negotiations focused on how to close a $2 billion deficit, between paying off last year’s deficit and having a balanced budget this year.
According to WHTM, lawmakers have all but finalized an agreement to borrow $1.1 billion against the state’s tobacco fund to pay off last year’s deficit.
WHTM also reported that filling the deficit for the current fiscal year will likely use a combination of gambling expansion and continued liquor privatization.
State House Sound Bites reports that gambling expansion discussions have shifted from legalizing video gaming terminals throughout the state, and instead are leaning toward allowing up to 10 new miniature casinos in the state.
Budget negotiations have been taking place behind closed doors.
Reports are beginning to surface that the budget will not be completed by tonight’s deadline.

While a compromise may elude the Senators, they will not be deluded by the enticement of video game terminals. They are messin with the Godfather’s retainer here and our casinos must be in control of all gambling money. The Senators have been, uh…educated to the facts…La familia has controlled and will control gaming proceeds in Pennsylvania in one way or another forever. We invented organized betting schemes and any reformer who thinks that we will permit the State to count our money may find his re election eluding his hopes…and might get tormented by the law.
