On Friday, the Cook Political Report shifted PA-16’s classification from “Solid Republican” to “Likely Republican,” just as the candidates vying for the congressional seat kick their campaigns into high gear.

Joe Pitts of the Republican Party has been the district’s Congressman of choice for the last ten terms, but his upcoming retirement will leave the seat open. GOP State Senator Lloyd Smucker won the Republican nomination in April and will face Democratic nominee and human rights activist Christina Hartman in November.
In mid-July, Hartman received some official support from the Democratic Congressional Campaign Committee, who listed Hartman on their “emerging race” list. Cook Political Report’s re-classification of the area indicates a slight migration towards more neutral ground, a good sign for Hartman’s campaign prospects.
Located in southeast Pennsylvania, the 16th Congressional District includes parts of the Berks, Chester, and Lancaster Counties.

Interesting, let’s see who DOES do better. The whole city of Reading and a big block of Democrat votes are in the 16th thanks to gerrymandering. The 6th used to have that.
I give Hartman better chances than Mike Parrish, but that runs the risk of being damnation by faint praise.
