PA-Gov: Wolf Will Sign Medical Marijuana Bill

marijuana_leafAfter the PA State House voted 149-46 on Wednesday to approve Senate Bill 3, Gov. Tom Wolf said he is “proud and excited” to sign the bill that will legalize medical marijuana in the state to “provide long overdue medical relief to patients and families.”

“I applaud members of both parties in the House and Senate who have come together to help patients who have run out of medical options and want to thank the thousands of advocates who have fought tirelessly for this cause,” Gov. Wolf said. “I have met with patients and families, held roundtables and urged action on this legislation since take office, and it is encouraging that the hard work of these families has resulted in historic legislation.”

The legislation includes 17 conditions for which certified physicians will be able to prescribe marijuana in pill, oil, vapor or liquid form, including cancer, epilepsy, autism, PTSD, AIDS, sickle cell anemia, Parkinson’s disease, multiple sclerosis and glaucoma, Marc Levy of the Associated Press reports.

The bill will go into effect 30 days after Wolf signs it into law.

Though it may take several years before retailers are selling to patients, parents will be allowed to legally purchase medical marijuana from another one of the 24 states in which it is legal, according to the AP.

  1. Legalize the “Gateway Drug”?
    Well… with all of the wannabe “Prescribers” (or self-prescribers) coming out of the woodwork, it might be a stretch for them to do a little background research (e.g., research done in the past, viz. British Medical Journal, etc). I am commenting on this because some of the strangest characters seem to be gearing up for a “marijuana gold rush”.
    On the other hand, it would be more rational to do strict background checks on anyone who wants to become involved in the process. Physicians have to maintain strict standards simply to maintain a medical license, and then are monitored to have a DEA license… Anyone else needs to be checked for prior illicit activity (or illicit production, use, distribution, or dealing, etc., etc.) with illicit or legend substances. A tainted record (e.g., the person cannot be “bonded”) must exclude him or her from a “medical marijuana” program, other than being a bona-fide patient.

    Listen, I am an ardent supporter of full out legalization of cannabis, but is PA really encouraging its citizens to transport a federally banned substance over state lines? The exent to which the bureacracy is dragging its feet is particularly galling. C’mon guys, just enact some temporary regs adapted from an existing regulatory regime in another state while you figure out your own rules.

    There are 24 states with a medical program and 4 states where cannabis is comepletely legal. Unsurprisingly, the sky hasn’t fallen there. To the contrary, these states have seen a substantial economic benefit and a new source of revenue that has exceeded expectations. Growers and related businesses in those states will have an edge over the laggards (like PA) once the feds come to their senses and sanction an interstate market.
