By a 177-18 vote, the House of Representatives voted to concur on amendments to a Senate bill that would allow the governor to declare a fiscal emergency in Harrisburg and could lead to a receiver being appointed to take control of the city government.
The bill, co-authored by Sen. Jeffrey Piccola, R-Dauphin County, and Rep. Glen Grell, R-Hampden Twp., now goes to Gov. Tom Corbett, who has said he would sign it. It remains unclear if that will happen today.
The bill that was a historic move by state government drew no debate on the House floor. Only Rep. Ronald Buxton, D-Harrisburg, stood up to say that as the city’s representative in the House, he urged an affirmative vote on the legislation.
