Good morning politicos, and welcome to the buzz.

Marcellus Action: The Pa. House and Senate each passed a Marcellus shale bill in a session that went into last night. The House took out the controversial preemption of local ordinances, the Senate left it in.

Councilman Oh: The absentee votes are counted, and attorney David Oh has edged out Al Taubenberger for the Philadelphia City Council’s seventh and final at-large seat.

PSU-Themed Bills: In the wake of the sex abuse scandal at Penn State, lawmakers are pushing to make it a requirement to report the sexual abuse of a minor. They’re also aiming to increase the statute of limitations on sexual assault. Check out bill summaries here.
