Kevin Deely, the Democratic challenger to state Rep. Justin Simmons (R-Lehigh), has conceded the race.

He posted on Facebook:

“After careful consideration, I’ve decided to forego a recount and return the contributions raised for that effort. The cost and time associated with it, as well as the increased vote margin, makes a recount unlikely to change the outcome. I have just called Representative Simmons to congratulate him and wish him well.”

After all the votes were counted in Lehigh and Northampton counties, Simmons lead by 448 votes – a number insurmountable by recount.

Simmons, a former legislative staffer, ousted a more moderate Republican incumbent when he won office in 2010. He campaigned actively this cycle, going on the attack against Deely far more aggressively than some of his Republican colleagues. He hammered Deely on his actions as the president of a local teachers union and over allegations of marijuana use during a 2009 conference.

Just one candidate in Pa. has yet to concede: former Rep. Dave Levdansky, who trails Rep. Rick Saccone (R-Allegheny).

After counting all ballots, the Republican leads by 114 votes. Levdansky issued a statement on Thursday acknowledging his apparent loss, but stopped short of officially conceding.

“I understand there is a legal challenge to 35 absentee and six provisional ballots cast in Allegheny County and if they were to be counted they would not materially affect the outcome of my race,” he wrote. “The final process of this election is that the county Election Boards will certify the official results.”
