Gov. Tom Wolf delivers his budget address, Pennsylvania’s Senators make up their mind on impeachment, and Vice President Mike Pence is slated to make two visits in the state today. Here is the Playbook.

Bloomberg Pitches Electability in Philly Rally: In the former New York City Mayor and billionaire’s second campaign appearance in the state, he boosted his positions on gun control, climate change, and more, while saying the results of the Iowa caucuses show that he is the candidate that can unite the party.

Toomey To Vote No on Impeachment: In an op-ed published by the Philadelphia Inquirer on Tuesday, Sen. Pat Toomey cites the words used by then-Sen. Joe Biden in 1999 in his decision to vote against impeachment.

PA Gov: Wolf Budget Calls for Increase in Education Spending: Gov. Tom Wolf’s budget proposal highlighted a push for investments that include universal kindergarten to a new program for college scholarships.

PA13: Joyce Files For Reelection: On Tuesday, Rep. John Joyce (R-Blair) filed for reelection to represent the state’s 13th Congressional District. According to a release from his campaign, he is the first member of the state’s Congressional delegation to file ahead of the 2020 primary election.
