A second Democrat enters the race for the 16th Congressional District, while Planned Parenthood PAC announces Pennsylvania as a target state in 2020. Here is the Playbook. 

Erie Teacher Launches Bid Against Kelly: Gnibus said as a teacher, mother, and cancer survivor that her experiences show she understands what people go through everyday, and cited that getting sick shouldn’t bankrupt a family and young people attending college shouldn’t have to take on “crushing debt” to earn a degree.

Planned Parenthood PAC Targets PA: Pennsylvania is one of nine states that the group has targeted in its initial $45 million investment.

Planned Parenthood Action Fund Rolls Out First PA Congressional Endorsements: The PAC endorsed seven of the nine Democratic incumbents in Pennsylvania. Reps. Brendan Boyle (D-Philadelphia), Dwight Evans (D-Philadelphia), Madeleine Dean (D-Montgomery), Mary Gay Scanlon (D-Delaware), Chrissy Houlahan (D-Chester), Susan Wild (D-Lehigh) and Conor Lamb (D-Allegheny) received the initial endorsement. The release said that they are among the 89 candidates endorsed ahead of the House and Senate races in 2020 with a “100 percent rating on key votes.”

Warminster Dems Endorse Finello: The Warminster Township Democratic Organization endorsed Christina Finello in her bid for the 1st Congressional District, according to a release from her campaign. 

Sestak Raises $374,000 in Q3: Former Pennsylvania Congressman Joe Sestak raised $374,000, while spending $170,000 in the most recent filing report during his presidential bid, according to Politico’s Zach Montellaro.
