PA Budget Heads to Gov. Wolf’s Desk

The $45.2 million Pennsylvania state budget was passed by the Senate by a 47-3 vote and now heads for the desk of Governor Tom Wolf for his signature.

The House previously approved the bill by a 180-20 vote.

”This spending plan is about investing and setting the stage for a bright future for our great commonwealth,” said Senate Appropriations Committee Chairman Pat Browne (R-Lehigh).

Rep. Stan Saylor (R-York), the House Appropriations chair, called the deal “exactly the medicine this commonwealth needs to right ourselves and be the most competitive state in this nation and return ourselves to the Keystone State we should be.”

Senate Democratic Appropriations Committee Chairman Vincent Hughes (D-Philadelphia) said, “There’s nothing perfect about this, but there’s certainly some very significant items in this budget that we must pay attention to.”

Aided by funding to help states deal with the COVID-19 pandemic, the budget sent $2.1 billion into Rainy Day Fund, an emergency savings account, bringing the fund to $5 billion.

The budget includes record increases in spending for education while also reducing the state’s 9.99% corporate tax rate to 8.99 percent in 2023 and then gradually reduces it to 4.99 percent by 2031.

Public schools would receive $7.6 billion in basic education – an increase of $525 million – while also garnering $100 million more for special education. The 100 least funded school districts would get an extra combined $225 million.

The General Assembly also agreed to spend $2.2 billion in remaining federal stimulus dollars on a number of one-off conservation, water infrastructure, housing, child care, and public safety projects.

A property tax rebate program for people 65 or older and those with disabilities, typically funded by the Pennsylvania Lottery, will get a one-time $140 million infusion.

“One, it responsibly saves money, two, it responsibly invests money, and three, while making sure that we’re taking care of today we’re also planning for tomorrow,” House Speaker Bryan Cutler (R-Lancaster) told reporters.

Both the House and Senate appropriations chairs – Saylor and Browne – were defeated in their primaries in May.

  2. This is sad, As mom of 4 working 1 job we barley make it. That’s with cutting alot out. Everything has increased in prices. He don’t understand bc he will never have money problems. Ppl work can hardly make it by. It’s going to get worse. Honestly working for 1 parent making even 350 that’s 1400 month
    Let me know how you would do living with kids off 1400 month. It’s hard and some ppl make even less then that. Please put yourself (wolf) in other ppls shoes. Not every person can walk in suits and smiles all day and get paid.
    Think about the ssi ppl (sure some could maybe work, but for ones that dont) how does 800 month even pay for rent?

  3. Pennsylvania residents got screwed again! Governor Wolf had it right. He wanted to give PA residents a $2000.00 stimulus check with monies received from the Federal government. But that didn’t happen. When our Legislators voted on the budget, they decided to use those funds for 20 other (already State funded) programs. That’s wrong… the money PA received from the Federal government is money that WE taxpayers have funded, IT’S OUR MONEY TO BEGIN WITH. What right do our Legislators have to take OUR money to fund Pennsylvania’s state funded programs?

Right now with inflation and gas prices people have to chose between feeding their families or going to work. An they need to stop giving themselves raises when we’re out here not being able to take care of our families.
    An we need to find a better company to do our road work. We have roads that are still shut down on 74 and all over. An it’s been atleast more then a year. An that comes out of our taxes. It’s not right to keep paying a company to do a job over an over again when they haven’t fix it the first time. An that new budget don’t help us out the way it should. They don’t look out for us. They just let our taxes pay a companies over and over again even if they aren’t Don g their jobs in the first place.

    1. The funny part is they act like a check would cause inflation. .like a gallon of milk would be $6. Ohh it is anyway. And what about the other states who got stimulus checks? Is the economy not linked to them? They have been scamming Philadelphia with bs for years. Starting with the 2$ a pack for smokes…for education. I was a smoker then and it was the right cause so i didn’t mind but it never went to the schools.. then, they went to soda. Us smokers warned them but the bill passed so its 15$ for a pack of smokes and a can of soda. If you take septa, its 20$ for one way trip. Then minimum wage is 7$…so you cant have one vice, a lil caffeine, on your way to work because your lucky you can pay to get there! Half your check is a monthly transpass. If you want to drive, well u need 2 full time jobs and i know people who don’t sleep and do that. Thats a damn shame!!!! We cant worry about inflation when we cant buy anything. It doesn’t apply to us. What idiots

    1. When the republicans had control mitch disapproved the $1400 and only gave $600 after taking something out of the bill. It wasn’t until President Biden got into the white house that we got the $1400. Remember the Democrats were trying to give us $2000.

  18. This is REALLY unbelievable. I am 75 years old and have an excellent work history. I spent 51 years in Corporate America but can’t get a job because of AGE DISCRIMINATION here in Pennsylvania. I have contacted Governor Wolf’s office numerous times as well as other state officials for more than a year and have been COMPLETELY ignored. There are supposed to be senior benefits here in Pennsylvania but no matter where I go I get turned away. I was born and raised in Alabama and when I left Alabama I thought I was leaving it all behind but here in Pennsylvania it has all surfaced again and people in AUTHORITY don’t give a dam about what people are going through as long as they are getting what they need

I hope that Governor Wolfe rejects this budget proposal and do what is in his heart to do for his people. I hope you’ll politicians see this differently what you try to put up for tomorrow may never come you all got to help these Pennsylvanian people now not five years from now who knows if you’ll will be in office to enjoy that rainy day money. My husband works full time and I work part time and do online schooling during the day. We have 2 small children under the age of 8 and we are struggling to make ends meet. I’m glad you as the government get to go to sleep at night and not have to worry about your electric getting shut off, your car being repossessed, or the big one PUTTING FOOD ON OUR TABLES. You do not have to worry about that.. WE DO. It is time you as a government pull your head out of each other and physically help us! Our electric went from a 262$ electric bill to over $400. Gas.. we spend well over 250 a week just in gas. There are now 15 other states getting help but we are stuck in the dark??? Why is that wolf?? You were trying to help but now you would rather money go into a rainy day fund. Guess what.. its a full raining crisis in Pennsylvania

I have been homeless during this entire pandemic and there is no relief! I’ve had to take a second job on top of my full time job and I still have to DoorDash to make ends meet. Even if it wasn’t the full amount or near the $2,000 I’m more than positive a cut of a few hundred dollars would make a difference for some. I worry about our senior citizens here on fixed incomes. I worry about the single parents already running 2-3 jobs that are still struggling. I own my home and my taxes are due to increase yet again. The cost of food and electricity have doubled. I’m worried how I will put oil in my tanks this winter. I was going to use the supposed stimulus money to stock up on meat and to fill my oil tanks. It’s paycheck to paycheck for me otherwise and I can’t see myself saving any extra up. This has been months in the making and months of people hoping this would happen for them and their families. What a kick in the gut. A big F U from all of the residents here in Pennsylvania.

      We need it. There are retired & disabled people, living on fixed incomes (Social security and welfare only goes so far = public housing is impossible to get unless “family with minors” or Veterans… Seniors = disabled is worse off than working-poor) money for housing won’t fix already broken system, just delaying issues for future generations. Tax rebates for housing expenses are useless if landlords won’t file their portion, forms aren’t readily available.

      The federal government stepped down, leaving responsibility onto states & cities. (Politics don’t want to get caught in the middle, delay tactics = lose lose situation = no action is worst) Biden wasn’t meant for this. Nobody needs Trump.

  35. We need AFFORDABLE housing. There are too many families that are homeless or all living in one room in family members/friends houses.
    The struggling families in PA would truly benefit from a stimulus check right about now to help try to get into housing and help to pay off bills. The cost of everything is going up but many wages are not and it is difficult to even find a place willing to rent to a lot of people because they are requiring that the renter makes 3x the amount of the rent for monthly income. We need help
