Pennsylvania will hold special elections in the 195th and 201st Legislative Districts on Tuesday, September 17. The special elections will fill the seats of Donna Bullock and Stephen Kinsey who resigned their seats earlier in the year.

The Commonwealth holds special elections when someone in office can no longer serve. This may happen when someone resigns, dies, or gets removed from office. Voters must select someone to replace that person.

Special elections may be held:

• during a general election
• during a primary election
• on a different day designated by the elections office
• The county or counties running the special election must advertise the date and locations for the special election, as well as the candidates running for office.
• Everyone who lives in the district the candidates will represent can vote in the special election.

While the balance of power in Harrisburg rests on the outcomes of the races, neither party has given much attention to either district that reside in the city of Philadelphia, since the areas are dominated by Democrats.

195th Legislative District

Part of PHILADELPHIA County consisting of the CITY of Philadelphia (PART, Wards 08 [PART, Divisions 24 and 31], 15 [PART, Divisions 01, 02, 04, 05, 06, 08, 09, 11, 12, 13, 14, 15, 16, 17, 18 and 19], 16, 28 [PART, Divisions 02, 03, 07 and 08], 29 and 32).

Translated: includes ​parts of Strawberry Mansion, North ​Central Philadelphia, Brewerytown, ​Stanton, Spring Garden, Blumberg, ​Sharswood.

The lone candidate on the ballot is Democrat Keith Harris, 28th Ward leader in the city.

201st Legislative District
Total population: 66,430

Part of PHILADELPHIA County consisting of the CITY of Philadelphia (PART, Wards 10 [PART, Divisions 06, 16, 18, 19, 20, 21, 22, 26 and 27], 12 [PART, Divisions 01, 02, 03, 04, 05, 06, 07, 09, 10, 12, 13, 14, 15, 16, 22 and 23], 17 and 59).

Translated: Germantown, Logan, West Oak Lane.

The lone candidate on the ballot is Democrat Andre Carroll, who is a board member of The Brothahood Foundation, which serves incarcerated juveniles facing adult criminal charges.

Both Harris and Carroll will be on the general election ballot on November 5 for the opportunity to secure a full term in Harrisburg.
