Senate Dems back Costa for minority leader

AP: Democratic state senators have a new floor leader for the first time in more than 16 years. Democrats back in Harrisburg for the Senate’s final session day of the year promoted Jay Costa of Forest Hills from Appropriations Committee chairman to minority leader. Mr. Costa replaces the retiring minority leader, Robert Mellow of Lackawanna County, for the next two-year legislative session.
